Can it be reused after deploying?

DJI describes AP1 as a single-use device. Replace the complete parachute system after deployment.

Does this accessory provide operating approval?

The parachute is equipment within the deployment plan. Operating approvals and the manufacturer's flight instructions are handled separately.
